Abstract The work is divided into two blocks. On the one hand, there are some reflections on the possible contents that a rule of this nature should incorporate —a pandemic law—. Here thediscourse is ordered in the sense of establishing the backbones of public intervention that range from the determination and gradation of the assumptions of fact that authorize the action of public administrations to the establishment of a catalog of measures that may be adopted and the specification of the competent authorities to do so, among others. On the other hand, the second block deals with what could be described as «lace issues». Thus, the basis of competence is raised so that a state norm in this matter is dictated, the nature that should have —ordinary or orgànic— and its conjugation with the right of exception and with other norms that regulate situations of emergency.
