Abstract The article studies the legal problems of the administrative sanctions imposed during the period of the declaration of the state of alarm during the COVID-19 pandemic. Thus, it examines what is the applicable law, given the indeterminacy of the rules during this exceptional period, the issues arising from the declaration of unconstitutionality of the confinement (first state of alarm) and of the delegated authorities (second state of alarm) analysing the applied legislation referring to disobedience to authority.
