Abstract

This article analyses the local regime, in terms of its administrative organisation, taking into account that the LBRL established a uniform municipal organisational model without hierarchies, with necessary bodies such as the mayor, the plenary and the board of governors, but allowing for a certain degree of self-organisation through the Municipal Organic Regulations (ROM). It also analyses the status of local elected representatives, their rights, duties and incompatibilities, and the situation of non-attached councillors.
