Abstract The management of the health crisis of COVID-19 has been a challenge for the guarantee of fundamental rights in the context of the state of alarm declared during much of the pandemic. This same contingency has also led to a test of endurance for the autonomous state. Proof of this has been the centralization of competence experienced especially during the first state of alarm or the displacement of the regional health law. Precisely, the co-governance set in motion during the second state of alarm, beyond the balance that can be made of the effectiveness of relational mechanisms during this period, has shown that it was possible from the outset to articulate a more respectful management with the sharing of powers and with a coordinated diversity approach.
