Abstract

The 2005 Catalan audiovisual communication (CAC) law transformed local television channels, which now serve more extensive municipal areas. Such a scenario requires a substantial change in the territorial media structure: more channels must be made available and productive structures need to be reformulated. Both factors affect the range of available diversity. The case of the establishment of a public TDT system in the Baix Camp area provides some clues regarding the impact of the new law on diversity in a greater municipal area: external diversity increases, diversity of actor decreases, territorial diversity is threatened owing to the creation of a single centre for production and broadcasting, diversity of distribution and multinetwork access is guaranteed, and most important of all diversity of content is conditioned by the effective control of the CAC guidelines.
