Abstract

The article evaluates Territorial Cooperation between the territories on both sides of the Pyrenees, taking its Eastern area and framing it in the broader context of the Mediterranean Arc. The use of Braudel’s concept longue durée allows understanding Territorial Cooperation as part of a new phase of European integration and greater importance of sub-state governments. Euroregions and other forms of cooperation are facilitating a new
approach between territories separated by state borders during the last centuries. Territorial Cooperation has also a growing role in the EU neighbourhood policy. However, we must still overcome many obstacles to achieve truly smooth cross-border relations. In addition to material achievements or new regulations, a change in mental maps of citizens and institutions is also required.
