Abstract

The regulations that have shaped audiovisual media policies in the 20th century. This article examines the various regulations that have marked the international agenda in the field of audiovisual communication. From the BBCs Royal Charter (UK, 1927) and the Communications Act of 1934 (US) to the most recent Telecommunications Act of 1996 (US) and the Communications Act of 2003 (UK). Also included is the Loi de la Communication Audiovisuelle, 1986 (France), the European Directive on Audiovisual Media Services (1987/2007) and the European Convention on Trans-frontier Television (EC, 1989) of the Council of Europe. These Acts have influenced regulations in the majority of democratic countries and have served to give direction to regulations in other continents of the southern hemisphere. This article concludes with the proposed three generations of regulatory frameworks as a summary of regulatory developments in the twentieth century.
