Abstract

The territorial administrative organization of Catalonia has increasingly become a complicated and recurrent issue used by political parties. The different levels of administration should be useful for both, governments and citizens, which means that reasonable measures should be taken by common consent, with well-established criteria in every unit and administration level. It should be noticed the enormous difficulties that politicians are facing to reform administrative divisions. The article reviews the actual situation and futures perspectives related with subdivision of the region: municipalities, comarques, provinces and vegueries. In order to stimulate the merging of groups of small villages, recommends creating more counties (comarques) as non-political inter-municipal management entities. It is considered probable, that provinces will survive as the area of action of the State, while the creation of a few vegueries is defended, with coincident limits with those of the province and the delegations of the government of the Generalitat.
