The Sectorial Territorial Housing Plan of Catalonia: an instrument for housing policy

Abstract

This article analyzes the Sectorial Territorial Housing Plan of Catalonia. This plan is a medium- and long-term planning and programming instrument for housing policies, as stipulated by Law 18/2007 of December 28, on the right to housing, and finally approved by Decree 408/2024 of October 22. The Plan analyzes and diagnoses housing needs over a twenty-year period and programs the necessary actions to increase the stock allocated to social housing policies in general, and to social rental housing in particular. The methodology used is based on an analysis of the Plan’s own documentation, as well as the main regulations that create, complement, and structure it. The article systematizes the Plan’s most relevant aspects and provides a critical analysis, highlighting its strengths and potential, as well as the main lines of development for an instrument that, by its very nature, is subject to ongoing evaluation and, where necessary, updating.
