Abstract

The development of a public institutional integrity strategy based on three basic pillars: a coherent and complete integrity system, a culture of public integrity, and effective accountability, is the indispensable tool that local governments have to put an end to corruption, which is one of the main concerns of citizens, as it fosters discontent, political polarization, and decreases citizens’ trust in institutions. The article analyses the current situation and future prospects of transparency, accountability, and internal control in local governments based on an institutional integrity risk strategy. It also examines the impact of planning, evaluation, and accountability of public policies and the organization of human resources to promote transparency, collaboration, and citizen participation, within the framework of an adequate digital infrastructure, which are the foundations of good governance and good administration.
