«Exclusive» and «Comprehensive». Joaquín Ruiz- Giménez and the Origins behind the Spread of Secondary Education in Spain

Abstract

Joaquín Ruiz-Giménez, professor of philosophy of law and a distinguished member of the influential ACN de P (National Catholic Association of Propagandists), took charge of the Spanish National Ministry of Education in 1951. During this era, the government was aligning with the comprehensive political project of Laín Entralgo and Ángel Herrera Oria that aimed to adapt the Franco regime to the new international scenario that arose from the aftermath of World War ii. Ruiz-Giménez’s policy at the Ministry led to a surprising opening-up although this, from 1953 onwards, incited opposition from supporters of the exclusive sector and reactionary
faction of the regime. The Secondary Education reform of 1953, based on the educational ideas of ACN de P, led to a wide social spread of Secondary Education.
