Abstract

The crisis of 1973-1986 led to a tremendous industrial depression in Catalonia. This paper analyses its primary causes, additional determinants of the slump, and the buffer mechanisms which contributed to recovery. The first order causes were oil shocks, weak government, the inflationary spiral, and the economic inheritance of Francos regime. The slump developed into a full-scale depression because of the low expectations of the business community, significant increases in labor costs, excesses in monetary policy and the sudden liberalization of industries such as automobile production and banking. Factors that made significant contributions to recovery were the increase in tertiary activities (mainly public employment), fiscal expansion, and the marked depreciation of the peseta.
