Abstract

In situations where the available resources are not sufficient to satisfy all demands, the conflicting claims theory seeks to introduce some objectivity and fairness into their distribution. Thus, different ways of distributing the available quantities (rules) are defined, and their application is upheld, not by the final distribution of the resource, but by the philosophy of allocation (axioms). This article focuses on the application of CO2 emission sharing to show how the art of allocating scarce resourcesworks.
