Abstract

This article highlights the importance of local actors and their strategic capacity to stimulate innovation policy, which has replaced employment as the main objective of local development. This shift has been accompanied by a gradual re-orientation of local development policies from the previous focus on the pre-existing structural conditions. Today, the importance of public and private actors as key players of local development policies is increasingly linked to their involvement in complex networks and multi-level governance. Governance of local development policies implies vertical and horizontal mechanisms for structuring the participation of local actors. These two dimensions are analysed in detail with the help of two case studies.
