Rescaling youth policies in Barcelona and Milan: opportunity or risk?

Abstract

Prior to devolution to the regions, youth affairs in Barcelona and Milan were traditionally the responsibility of municipalities and civil society. After the configuration of the autonomous communities and regions, both contexts have undergone significant management rescaling in youth matters. At this point, significant differences are evident in the evolutionary processes in each context: on the one hand, Barcelona has tended towards strong institutionalization, professionalization, and territorial management policies in relation to youth, with a local government that is innovative in the municipal management of youth policies. The local administration of Milan, conversely, has undertaken only limited institutionalization – which may be explained by the lack of youth policy legislation at regional and state level – and a weak professionalization and contextualization of youth policy. The absence of institutional leadership has been replaced by the leading role of religious bodies (oratories). Despite these differences, it is evident in both contexts that management in youth affairs tends to a dichotomization and segregation of disadvantaged young people (non bravi and visibles) and more advantaged young people (bravi and invisibles).

Ana Bel Cano Hila, Departament de Teoria Sociològica, Filosofia del Dret i Metodologia de les Ciències Socials. Universitat de Barcelona

Pedagoga i doctora en sociologia per la Universitat de Barcelonam concretament el Departament de Teoria Sociològica, Filosofia del Dret i Metodologia de les CC.SS. Els meus principals temes de treball són les desigualtats socials, els processos d'integració i exclusió social en l'àmbit urbà, els temes socio-educatius referents a l'adolescència i la joventut.

També treballo com a investigadora a un projecte I+D+I sobre èxit escolar i alumnat d'origen estranger a la Facultat de Pedagogia amb el grup de recerca GREDI. I participo d'un projecte comparatiu, finançat per la Camera di Comercio di Milano, sobre les mesures que diferentes ciutats europees (Milà, Barcelona, Munich, Lyon, Manchester i Copenhage) estan afrontant la cirisi en àmbits com l'hatitatge, l'atenció als col·lectius aturats i promocionant la creació de llocs de treball.
