Abstract

This paper is the result of research into the analysis of the social conflict brought about by the construction of the Belo Monte hydroelectric plant in Brazil’s eastern Amazon. It is based on a theoretical and analytical framework that combines principles issuing from the sociological and cultural approach of the “New Institutionalism” and the debate on “rational choice” as well as communicative action based on Jürgen Habermas’ theory. We analyse the strategies of institutions and social stakeholders involved in the conflict. In terms of conclusions, the paper makes a differentiation between the harmonisation of action plans and the opportunistic role of some of the economic stakeholders.
