Abstract

Irrigation projects involve a huge number of hectares and in some cases several municipalities in one or more counties.
The area included in the project receives the benefits of hydraulic projects: the water that will be provided with the canal, roads, reservoirs, pools, dams… The associated burdens include the costs of obtaining the land where the infrastructure will be built, management costs, the running costs of main and secondary canals and pipes, road repair and actions to prevent environmental damage. The recent history of the Segarra-Garrigues irrigation project has been surrounded by social and administrative disputes. We are proposing a solution to these conflicts through the reparcelling of country estates to guarantee an equal distribution of the land to be irrigated and an equal distribution of the land which will be public or be protected
by environmental regulations.
