Abstract Since the beginning of the 21st century, rural development policy has been reinforced and confirmed in the second pillar of the Common Agricultural Policy (CAP). Rural development policy in Spain is under the responsibility of the autonomous regions and is coordinated by the Spanish Government at national level. There is a National Strategic Plan (NSP) for Spain which provides the overall policy framework for rural development, supplemented by 17 regional rural development programmes (RDPs). Two RDPs have been implemented in Catalonia: RDP 2000-2006 and RDP 2007-2013. In July 2014, the Catalan Government presented to the European Commission the Rural Development Programme for Catalonia 2014-2020 with the main guidelines and objectives for this period. The aim of this article is to analyse the evolution of the rural development programmes in Catalonia with respect to the territorial scope of action, the strategies and objectives, and the beneficiaries.
