Els estrangers, una necessitat o un problema?

Abstract

This paper may be introduced by defining some concepts that should be made clear. A foreigner is a person who does not hold the nationality of the country where he or she resides. Nationality is granted by a country according to its own laws. Immigration is not a political or social problem: it is a new form of coexistence. In this respect, a serious problem has arisen in Spain in connection with its immigration laws. The problem is that it has too many laws and they do not help resolve immigration issues. There is a lack of progression in relation to immigration agreements: indeed, what is required is a wide-ranging European immigration law agreement. As will be explained, dialogue between all the political forces is the best solution and all the politicians should converge with the aim to find an optimum solution for regulating problems in this field.
