Les Conseqüències sobre l'agricultura catalana de la nova PAC per a 25 : algunes reflexions en veu alta Autors/ores Albert Massot i Martí Resum On the 26th June 2003, at Luxembourg, the Council of Agriculture Ministers reached a political agreement on the reform of the CAP. The agreement puts in place a new model for supporting European agriculture based on two axes: decoupling of subsidies from production based on historical payments; and compulsory modulation, in tandem with a mechanism for financial discipline. This paper analyses the content and scope of the new model of support. Finally, it makes some suggestions with regard to introduction of a land-based model of support, more in keeping with multifunctional agriculture, and with regard to a new catalonian policy.
