Estratègies de comunicació del risc i modificació de pautes de comportament: més enllà del model del dèficit

Abstract

This article describes the evolution of research on risk perception and communication. The article shows how communication practices have moved away from a one-way concept, in which the public is held to be unaware of said risks and therefore need to be informed by experts, towards contemporary trends that recognise the need to develop a dialogue between experts and citizens. Over the past decade, the institutional mechanisms that seek to include citizen participation in the design, monitoring and evaluation of policies on environmental risks have increased. Barcelonas Agenda 21, conceived as a political strategy to overcome the deficit model, serves to illustrate an instance of risk communication evolution, identifying its advantages in terms of citizen engagement, and some of its limitations. The data comes from the preliminary fieldwork of the European project PACHELBEL.
